It depends what you want. Karwar is quieter, cleaner and considerably cheaper, a working port and naval town rather than a resort strip, which some travellers strongly prefer. Goa is about 100 km north, so you can base in Karwar and day-trip up. If you want nightlife and shacks, go to Goa; if you want a beach, an estuary, islands and a jungle river ninety minutes inland, Karwar is the better trip.
Yes. Parts of the coastline and port area around the naval establishment are restricted to the public with clearly signposted boundaries, and photography is prohibited in those zones. Take the signage seriously. The part you can visit is the INS Chapal Warship Museum on the beachfront, open to the public and genuinely worth the time. Our chauffeurs know the boundaries.

Yes, and it is the itinerary we most often recommend. Dandeli and the Kali Tiger Reserve are around 75 km inland, ninety minutes through forest, with white water rafting, coracle rides, kayaking, jungle safaris and excellent birdlife. Two nights on the coast and two at Dandeli makes one of the better long weekends from Bangalore. Book rafting and safari slots in advance.
